I'll admit that I never really figured out this system because it's not very intuitive. I can say this much:
If your squad is good about issuing orders and following them the green bar at the lower left-hand corner of your screen will fill up faster. As each segment in the bar fills up you gain the various levels of squad perks (1,2,3,4..). It's always been a mystery exactly when the perks are granted (as soon as they are achived, or when you spawn next, ?).
My favorite squad perk is the anti-tank perk for the engineer class. At some point when the bar fills up I get 6 AT rockets instead of 3-4.
