Someone asked, and it is an interesting mechanical device. First, watch this incredibly simple and easy to follow video on how a trigger works. This explains semi auto and full auto fire:

3-round burst diagrams for an M16A2 style trigger group. This is a lot more complicated but it is still fairly simple:

Here are real pictures of an M16 with a burst trigger. You can see there is a ratcheted cam device that effectively "counts" out 3 rounds. To put it another way: The ratcheted cam allows full auto function (much like we saw in the first video) until the cam completes it's predetermined rotation at which point it causes the trigger to act as a semi-auto trigger where the hammer is captured after the weapon cycles, preventing it from firing again.
